[teqc] inexplicable value on Galileo Navigation Message

Back to the Galileo "data sources" value:

I'm retracting the bug guess, and now saying it's due to limited information.
In the RINEX spec for defining the Galileo data sources value:

bit 0 set: I/NAV E1-B
bit 1 set: F/NAV E5a-I
bit 2 set: I/NAV E5b-I

... and then a note that both bits 0 and 2 can be set if the navigation messages are merged.
Then:

bit 3 reserved for Galileo internal use
bit 4 reserved for Galileo internal use
bit 8 set: af0-af2, ToC, SISA are for E5a,E1
bit 9 set: af0-af2, ToC, SISA are for E5b,E1
bits 8-9; exclusive (only one bit can be set)

However, in the Trimble .tgd record 28 (one record 28 for each decoded Galileo navigation message),
all that I know for sure is that the sources is one of the following:

I/NAV E1-B
F/NAV E5a-I
I/NAV E5b-I

The last two cases can unambiguously have bit 8 or 9 set.  However, if the source
is designated I/NAV E1-B, all that can set unambiguously is bit 0 -- which yields
the value of 1 that you are reporting.
