[teqc] next official version of teqc on-line (2019 Feb 25)

The next official version -- 2019Feb25 -- of teqc is on-line:

As usual, save a copy of your previous teqc executable in case there is some unexpected
problem with the new executable.  Again, I _strongly_ encourage everyone to download
this new version, try it out, and promptly report anything which you think is a bug or
error.  (You may want to review https://postal.unavco.org/pipermail/teqc/2016/002187.html.)

The minor changes and fixes since 2019 Feb 12 are given in detail in reverse chronological
order starting at: https://www.unavco.org/software/data-processing/teqc/log/log.html#2019Feb25 --
but here's a brief summary about the main changes between this release and the last one:

- detection and decoding of GPS Block III L1C observables, if present, should now be done
when reading Septentrio Binary Format record 4027 or BINEX 0x7f-05

- when reading decoded Galileo navigation messages from Javad JPS [EN], Topcon TPS [LE],
Trimble .tgd record 28 or stream 0x55, bit 8 or 9 of the "data sources" field will now be
set according to how bits 0-2 are set (allowing only 4 distinct states); likewise, after
reading a Galileo RINEX or BINEX nav message, bit 8 or 9 will be set using the same

- dynamic memory allocation now includes a slight buffer for each item allocated

- a variety of Notice, Warning, and Error messages which did not include the input
file name now do so

As with several past versions, some builds are no longer available with this release:

- any HP-UX builds
- the 32-bit Borland build for Windows; instead, use the Mingw-32 or Mingw-64 bit builds
- the Mac OSX i5 gcc 4.2 64-bit build; instead, use the OSX i5 gcc 4.3 64-bit build
- Solaris Sparc 5.9 builds
