Summary of Job
The Controller plans, organizes, directs, and controls the accounting and
financial control functions of the company, and reports operational results,
in addition to managing the accounting department. This individual is
primarily responsible for ensuring that the sponsors, grantors, Board of
Directors and management team are provided with the relevant financial data
necessary for budgetary and financial decisions.
Essential Job Functions
§  Perform complex, high-level budget and forecasting analysis, accounting
and financial management directly and through subordinates.  Coordinate with
program counterparts to maintain current information for sound analysis.
§  Supervise accounting staff to ensure timely execution and recording of
accounting transactions, management of accounts receivable and payable
including appropriate liaison with vendors/customers, reconciliations of
reports and statements, payroll reporting and reconciliation.  
§  Lead and coordinate budget preparations.   
§  Create meaningful and timely financial reports to managers and refine for
continued relevance and utility.  
§  Lead preparations for and support internal and external audits.  Manage
relationships with auditors to ensure legal and contractual requirements are
§  Maintain appropriate accounting and financial management system
consistent with meeting National Science Foundation, Office of Management
and Budget, and budgeting, accounting, financial management, project
management, and reporting requirements.  Ensure that GAAP and OMB A-122
accounting principles are followed. 
§  Perform quarterly reporting to sponsors using sponsor-designated tools
and ensure compliance with grant/cooperative agreement terms & conditions.
§  Prepare annual Indirect Cost Rate proposal and rate forecasts, and
sensitivity analyses.  Prepare monthly analysis of rate performance and
monitor for achievement of proposed rates.
§  Serve as in-house expert on the Financial Management System and provide
training for financial and other staff in utilization of the accounting
§  Maintain accurate allocation of “provisional” indirect cost rates
(fringe, common facilities, G&A) against project direct costs, and for
calculation and allocation of “final” indirect rates at the end of the
fiscal year.
§  Develop and communicate metrics for the operating performance of the
support functions.
§  Primary contact with UNAVCO’s banks. Manages corporate banking and
administrative services such as grant and private accounts, loans,
investments, cash management, wire transfers, foreign currency settlements,
travel & expense cards, merchant account, taxes, etc.
§  Other duties may be assigned as necessary for the successful operation of
the business.

Skills and Knowledge
§  Skills in applying accounting principles and practices in a project
accounting environment. 
§  Team-oriented supervisory skills engaging all levels of accounting
§  Successful collaborative problem resolution skills with a focus on
balancing oversight and support.
§  Strong oral and written communication skills.
§  Working knowledge of MS operating systems; Microsoft Office, internet,
and web interfaces; and management/accounting utilities.
Education and Experience
§  CPA or MBA with Bachelors in Accounting.
§  Ten years of relevant hands-on experience. 
§  Five years of successful collaborative managerial experience.
§  Experience working within or familiarity with guidelines of GAAP, OMB
Circular A-110, A-122, A-133; or desire to take relevant classes.
§  Experience in a government contracting or grant environment including
project accounting.
§  MS Dynamics (Solomon) or Great Plains experience.
Physical Requirements
This position requires sitting for sustained periods of time; using fingers
and repetitive motion on computing and communications devices; ability to
hear and speak effectively on phone.  Occasional lifting of up to 20 pounds
is required. 
Mental Requirements
Must be able to compute, analyze and interpret complex statistical data
and/or to develop forecasts and computer models.  Ability to understand
opposing points of view on highly complex issues and to negotiate and
integrate different viewpoints.   Ability to make decisions which have
significant impact on the department’s credibility operations, and services.
Ability to formulate complex and comprehensive materials such as legal
documents and authoritative reports.
