Purpose

The Manager of Human Resources establishes strong partnerships with leaders and team members to achieve strategic business goals and serve the UNAVCO community. The Manager of Human Resources is responsible for the overall vision and strategic leadership of UNAVCO’s Human Resources functions including fostering a commitment to workforce diversity. The Manager of Human Resources is responsible in partnership with the senior leadership team to ensure Equal Employment Opportunity, Affirmative Action and other diversity guidelines are fully integrated in all recruiting, hiring and retention activities. The Manager of Human Resources will coach, challenge and guide leaders and team members to understand and deploy policy, practice and tools that reinforce UNAVCO’s culture and support our mission.

 

Essential Responsibilities

Talent Management

 Provide leadership to develop and implement strategic initiatives that will enable UNAVCO to attract and retain diverse and talented people to achieve our strategic goals and mission, including:

 Planning, recruiting and selecting a diverse and talented workforce

 Performance management
 Learning and development
 Culture and employee relations

 

Regulatory Compliance

 Manage the development, coordination and documentation of intended programs to ensure UNAVCO is compliant with applicable state and federal regulations and guidelines.

 Position UNAVCO to be a leader in development of a diverse workforce complying with Equal Employment Opportunity, Affirmative Action and other regulatory obligations.

 Provide leadership in the development and administration of human resource policy and procedure.

 Develop and maintain UNAVCO’s employee handbook, new employee orientation, benefit summaries, safety and security policies and procedures.

 

Compensation and Benefits

 Develop competitive and cost effective compensation and benefits programs and services.
 Provide leadership and coaching to leaders and team members in support of effective delivery of compensation and benefits programs and services.
 Ensure that workflow and procedures are documented and that appropriate controls and audit are in place to ensure the integrity of the compensation and benefits programs and services.
 Support the Controller and Staff Accountant with payroll and related policy and practices.

 

Operational Effectiveness

 Provide leadership to ensure the effective implementation and management of systems including outsourced and web-based services such as Professional Employment Organization, applicant tracking, performance management, etc.
 Ensure that workflow and work procedures are documented and that appropriate controls and audit are in place to ensure compliance with all state and federal regulations.
 Develop metrics and provide regular reporting to ensure that leadership and team members are able to identify risk factors that detract from achievement of our strategic goals as well as reinforce key Human Resources and Talent Management practices that support our culture and mission.

 

Project Management

 Initiate and manage functional and cross-functional projects.
 Define scope, manage resources and achieve deliverables on time and within budget.

 Other duties as assigned.

 

Working Relationships

Internal

 Works closely with Senior Leadership and the UNAVCO team providing strategic and tactical leadership and coaching.
 Provides regular and ad hoc reports on Human Resources initiatives, projects and programs.

 Manages Human Resources function and provides formal and informal training to ensure Senior Leadership and the UNAVCO team understand and actively support Human Resource policy and procedure.
 Is respected as a subject matter expert and relied upon to initiate and drive Human Resources initiatives that align with UNAVCO’s strategic plan, culture and mission.

External

 Works closely with external partners to lead and/or coordinate Human Resources initiatives and services.
 Interfaces regularly with UNVACO and business community and may lead, coordinate and/or participate in activities that align with UNAVCO’s strategic plan, culture and mission.

 

Supervision

 This position works under the general supervision of the Director of Business Affairs. This position supervises exempt and nonexempt personnel and independent contractors.

Required Education and Work Experience

 Bachelor’s degree in business or related field or equivalent experience.
 A minimum of 10 years of experience working in human resources and training with primary responsibility for strategic and operational leadership of the function and team including talent management, compensation and benefits, policy and procedure and operational effectiveness.
 Demonstrated leadership, client consulting and coaching capabilities.
 Demonstrated project management capabilities.
 Knowledge of state and federal employment laws related to area of responsibility.
 Knowledge of systems.
 Senior Professional Human Resources (SPHR).

 

Preferred Education and Work Experience

 Master’s degree in Business Administration or related field preferred.
 Three years supervisory experience.
 Certified Compensation Professional (CCP).
 Certified Professional Coach (CPC).

 

Working Conditions

Physical Work Demands

 Able to sit and/or stand to work at a computer for extended periods of time.
 Able to move about a typical office environment on a daily basis.
 Able to lift and move up to 10 pounds occasionally.

 

Mental Work Demands

 Regular and on-time attendance.
 Hours may exceed 40 hours per week.
 Occasional travel by conventional means including aircraft, motor vehicle and the like.
